A crime lord running an organ-trafficking ring under the front of an "Interpole" organization is secretly a ninja who murdered his own martial arts master. When his former training partner, now a police officer moonlighting as a ninja himself, learns the truth, the two square off in an increasingly outlandish battle, since only a ninja can kill a ninja, complete with finger lasers and a villain who can split into six copies of himself.
