A CIA agent is sent to Hong Kong to recover a stolen piece of film and stop a group of Russian-hired ninja assassins from destabilizing world peace. After a ninja master refuses to train him, he teaches himself martial arts from an old book, eventually mastering enough skill to defeat the villains and become a "Red Ninja" himself, despite the title's promise, no actual bionics are involved.
